- First deposit your application processing fee of Rs. 300/- into HEC online HBL Account No. 17427900133401. You can deposit by visiting any HBL branch (Deposit Slip), ATM, or Online Transaction.

Criteria for eligibility for HEC Overseas Scholarships
- The applicant must be a citizen or AJ&K Pakistani.
- For Undergraduate programs, applicants must be between 18-22 years old. Students applying for Masters degrees should not be older than 35 years. For PhD programs, the age limit must not exceed 40 years on the last day of deadline.
- For application to Bachelor’s (Undergraduate) or One-Tier Master’s degrees, the applicant must have passed HSSC/Intermediate. DVM, DPharm etc.
- For application to Master’s (Postgraduate) Program, the applicant must have 16 years of Bachelor’s/or equivalent degree.
- For application to the PhD Program, applicants must have 18 years of experience or equivalent.
- All fields on the HEC application form for Hungary and Hungary must be filled in. No column or field should go unfilled.
- Certificates/Transcript/Degrees to be attached must be attested by the attesting authorities such as IBCC and HEC. Equivalence with O & A levels from IBCC is required.
- Students applying for professional degrees (Medical or Engineering, Nursing, Nursing, Architecture Law, Veterinary Medicine, etc.) are responsible solely. It is necessary to obtain confirmation from each Council that the applicant has been accredited. Pakistan Medical Commission (PMC), Pakistan Engineering Council, Pakistan Nursing Council, Pakistan Council for Architects and Town Planners [PCATP], Pakistan Bar Council (PBC), Pakistan Veterinary Medical Councils (PVMC), Pakistan Technology Council, etc.
- Scores on IELTS/TOEFL as required by the Hungarian side
- All applicants must submit a medical certificate of satisfactory physical condition (issued no earlier than 15 Nov 2021, a signed certificate from a doctor to show that applicant is not suffering from any of the following diseases: AIDS, Hepatitis A or B, C, or any other epidemic condition)
- Final selection applicants must submit a legal bond to HEC stating that they will not change their discipline after receiving scholarship awards. After completing their degree, the applicant will be required to return to Pakistan for the prescribed period of time. HEC reserves right to demand payment from the candidate or the guarantor in the event of non-compliance.
- All other requirements must be met by the applicant.
- If the candidate is selected for final selection, they will need to sign a bond agreement.

HEC Overseas Scholarship Phase-3 and 4
Applications are now open for HEC Overseas Scholarships to Pakistani Students Abroad at the World’s Best Universities (2022). HEC is accepting new applications from students interested in applying to the HEC Overseas Scholarships for 2024 to study at internationally renowned institutions. Pakistan’s Higher Education Commission has announced several scholarships for Pakistani students, including Master’s, PhD, and Undergraduate scholarships.
The scholarship awarded two categories
Category-1:
(Attached/Faculty Development): Around 2/3 of HEC Overseas scholarships will be awarded under this category for the development of future faculty of Pakistani University. Candidates interested in this category are required to opt for identified Pakistani universities of their choice for job interview/placement in the online application form. Shortlisted candidates will have to pass the employment selection process of Pakistani Universities of their choice for further process toward the award of scholarship. In return after successful completion of the Ph.D. applicant has to serve in the same University for a period of 5(five) consecutive years.
Category-2:
(Unattached/Open Merit): Around 1/3 of scholarships will be awarded under this category for the development of human resources in the national priority areas. These applicants will have to serve either in a parent organization or other organization preferably in any University/R&D organization in Pakistan, for a period of 5(five) consecutive years.
