On Monday, the Higher Education Commission (HEC) Pakistan launched Phase III of the Prime Minister’s Electric Mobility scheme for university students. According to sources at the HEC, the HEC PM Wheelchair Scheme was announced as part of the program “Inclusive Development-Leaving No One Behind”. The HEC has invited applications for HEC PM Wheelchair Scheme from students having an ambulatory disability and is enrolled/being enrolled with the public sector universities and affiliated colleges for undergraduate/Master’s/PhD programmes during the Fall Semester of 2024-23. Students must be able to show an official certificate of special-person/ambulatory impairment from the appropriate authorities to be eligible for requirements. The HEC stipulated that the applicants should not have previously applied for or received electric wheelchairs during earlier phases.

Following eligibility criteria, electric wheelchairs are distributed to students with disabilities that are permanent and physical in such a way that they cannot move from one location to the next without the assistance of a wheelchair. Additionally, those who cannot traverse curbs due to the loss or paralysis of their legs or have lost the use of both legs are also eligible. Students who are registered or enrolled for the academic session of the fall of 2024-23 HEC-recognized public sector universities and affiliated colleges from the provinces of AJ&K, as well as Gilgit-Baltistan in undergraduate and postgraduate MS or MPhil and PhD programs, are also eligible under the scheme.

Students must possess valid certificates of particular persons/ambulatory disabilities from the relevant government institution of the competent authority to be eligible for standards. The HEC stated that the applicants should not have previously applied to receive electric wheelchairs in prior stages. The HEC advised the students who meet the eligibility criteria to submit the online application form available at: eportal.hec.gov.pk/wheelchair by November 30, 2024. Take the print of the application form, attach the necessary documents and present it in the office of the respective Vice Chancellor/Registrar/designated person. Universities/affiliated colleges will forward all eligible cases to HEC in one transaction by December 31, 2024, to the Project Director of the Higher Education Commission to distribute Electric Wheelchairs on merit.

How to Apply for Scheme

Interested and eligible candidates may submit their applications online through hec.gov.pk/wheelchair, print the application form, attach necessary documents, and submit through the office of the respective vice-chancellor or designated person. Universities will forward all eligible cases to HEC in one transaction for the distribution of wheelchairs on a merit basis. Students who meet the eligibility criteria are advised to fill out and submit the online application form available at: eportal.hec.gov.pk/wheelchair by November 30, 2024.

Eligibility Criteria to Apply

Special students taking classes at an HEC-accredited Pakistani university and awarding institutions in Pakistan, as well as AJ and K, require ambulatory aid.
